How to Develop Your MEL Approach?

In your Full Application, Section 13, we ask you to describe your approach to Monitoring, Evaluation, and Learning (MEL).
1. MEL Framework
This includes outlining your plans on how you will:
- Monitor programme activities including how you will develop indicators, collect data, and assign related staff roles
- Evaluate programme outcomes and impact, including timeframes, proposed success metrics
- Engage stakeholders to assess programme effectiveness and maintain feedback loops
- Conduct learning activities based on the results of Monitoring and Evaluation.
2. Logical Framework
Building on your Theory of Change, you are required to submit your logical framework (logframe) as part of the application.
The logframe should include:
- Your outcomes, outputs, and key activities (inputs).
As part of your application you are not required to include:
- Indicators, targets, disaggregation, methodology, data sources/verification. We expect you to develop those once you have been awarded.
You may use the logframe template provided by SEA DREAM, or use your own logframe templates at your convenience.

3. Theory of Change
To help us better understand which impact your proposal aims to achieve, we require you to upload a diagram of your Theory of Change (ToC) (maximum size: 2MB).
Optional: In addition to the Theory of Change diagram, you may also provide a written ToC narrative covering:
- Problem statement
- Long-term impact
- Outcomes
- Outputs
- Linkages between these elements

4.Equity, Diversity, and Inclusion (EDI)
SEA DREAM promotes fair treatment, full participation, and equitable representation of all individuals, regardless of gender, ethnicity, religion, disability, sexual orientation, or other characteristics.
We expect you, within your proposal, to describe how you have and will embed Equity, Diversity, and Inclusion across the design, implementation, and governance of your activities, ensuring equitable participation and leadership. Explain the steps you will take to remove barriers, foster inclusive practices, and support any EDI‑related needs to create a safe, fair, and accessible research environment.
